its not the esrb notice its steam branding the game with their fucking bloat ware  , the retail ver has none of that . download the game and use the steam key to install.

You specifically told me you've never seen it before and to try and run the hack after I click 'OK' on the ESRB notice.

its not the actual notice its the code thats behind the esrb which is steam shit branding ..

esrb is not in the normal retail version
