When I was fuxing around with directplay8- hooking IDirectPlay8Client->Send(); and filtering out the airstrike calls... I tried to spoof one of the packets using bogus playerID's...
Eventually I hit gold and managed to have an innocent player call an airstrike- funny as hell. Thing was each time I found an okay ID- it wasn't an actual playerID- but some strange number that I could never figure out how to derive from.
Also managed to set one pin of a booby trap under a different player- but the other one would never get planted

I Imagine it definately is possible to achieve what you've said, though
