Uhm if you dont have it, download CCleaner ( AKA CrapCleaner ). Install the latest version. Delete the dll. Go into CCleaner. Click issues ( In the sidebar on your left hand side ). Then click "Scan For Issues". After it finds it click it so it has a green tick next to it. Then click "Fix selected Issues". Should permanently delete it  from your system. Other then that idk. Never had to delete something from system32.

Turn off system restore and boot into safe mode without networking.
Deleat away.

lol  :icon_laugh

If you're sure it's not a required system file, some other process is probably monitoring it.

Kill everything that you possible can (in something like process explorer) then try delete the file on disk.

P.S. Stop downloading porn Smity.

I think it's like the word "color".

I am a Californian and only the US IRS calls me an American....and only when they want money from me.

Instead of frantically killing every process with ProcExplorer  :icon_dontgetit
You can just click "Find Handle or DLL" and search the file name
this will show the processes that are making use of this file you want deleted.

Although in this case it sounds more like a System Restore thing.

Why else would you want to delete something out of system32. Its obviously not wanted if its in there and you want to delete it.

Why insist on making a simple thing difficult?
