Forum IP ban issue

Recently a new IP# was added to the forums ban list. It was set to still allow viewing any posts a GUEST may read while not allowing that IP to register/post/login and in that function worked as intended.

About an hour ago I notice that a possible issue also came about...ANY person who had used that IP could also not log in with any OTHER IP as well....and after viewing the ban logs further notice that what SHOULD be an allowed IP is now triggering a "You are banned" message.

This seems to be also be related to that same IP having been used by a certain persons 2nd account having also been banned.
I have DELEATED that 2nd account...rather than just banning it...in the hope that the affected user may now LOG onto the forum when not using the banned IP.

Yes, there's a feature for that. But it could also be cookie related.
