If you on a router make sure the ports are open OR that the computer is DMZ'ed.
If it was DMZ'ed befor and the power to router was turned off you'll have to reset it.

A really simple tip, but it can be forgotten sometimes. While making you're vcded server, DO click Share on Internet.

DMZ = demilitarized zone, you can find it in your router settings. It means that all the ports not specifically forwarded to a computer on your LAN will be forwarded to the computer specified in DMZ setting of your router. Look in your router manual how you can place your computer in DMZ. (only when you use a router off course)
