Anyone know anything about them? How to acquire them etc?

Depends on your ISP.

Cable/Fiber tend to give you one constant IP# via the router they connect you to.

DSL does the same thing....but they bounce your router connection around to whatever is the fastest when your "lease" runs up,unless your connection is still live,then you get the same IP#/router.

My DSL has a 4 hour "lease" period,but the IP# is almost always the same as the computers tend to run 24/7.
