I took the engineer as an example but you can modify all available characters to do this.

File location: ini/mp/classes/Ctf.ini


Original:
[US Engineer]
name = 1767, 1785
side = 0
inifile = mp\\us_engineer
eqpbody = g\\Characters\\cup_hocbao02\\engineer\\eqp.ini
weaps = 7, 11, 21, 50, 42, 59, 64, 63, 66
forceweaps = 69, 61
stamina = 260, 1
ammo = 23, 25
speed = 91
health = 180
icon = ico_engineer.tga
animstativ = g\\anims\\system\\a912.stg
animselected = 910

Now just modify the forceweaps = 69, 61 to:
forceweaps = 69, 61, 30, 62, 46, 63, 59, 36

Now your standard equipment has more guns, a wrench, more nades and a snipergun. Have fun.
