Yeh it has been like that from about the same day as you went to work with USAF computers. See the tread in another section about them freaking out over both the anti-ban AND the rotating IP #s that keep the VC "banip" command from working.

Can't there be made a program which loads vietcong but will let vietcong think your IP is different everytime, maybe even with strange 10 digit numbers? ( 1234567890.1234567890.1234567890.1234567890 like that... )

It should accept incoming connections aswell.

Would that be possible?

That isn't possible.
It's like changing your phone number with your phone

Well you can't fool the server, it always knows what IPs are connected to it, or it won't communicate with you. You could modify your server .exe and do it there, but that wouldn't be a good idea.

Well the DSL in some counties give you a new IP each time you reboot the modem so the trick is finding a way to connect via one such provider and use it as a proxy.

You get kicked from the game via IPBAN and just kill the connection you had....reconect and you have a new #.

If they change to a key then you can make a new one or run a engeniers copy with no key at all. A veriation of this simple idea is more often used to host.....a server patch. About half of the servers I played other online games on in the past year are patched servers.
