Didn't see this thread before!
No Rust, but I'm waiting for DayZ so to speak.
I like the gun handling and environment of the ArmA engine.
When it comes to Steam, it depends. There are two types of region lock. One that won't let you buy, and one that won't let you play (and different combinations of this).
For example: Borderlands 2.
https://steamdb.info/sub/16725/ Information tab.
Two country lists:
1) This package is only purchasable in specified countries
2) This package can only be run in specified countries
AllowPurchaseFromRestrictedCountries
PurchaseRestrictedCountries
onlyallowrunincountries
You can also see similar information in the steam store http if you add ?cc=ru to the URL

VPN in Steam is a bit dangerous, but I imagine going somewhere on vacation and buying is ok, which only makes sense if onlyallowrunincountries=false .
Gifting is disabled for many games as well. Usually cheaper regions can't gift to more expensive ones.
What I used to do was to go to
http://gamazavr.ru/ When you press buy you'll often get a message (not available in your region). So, here you use a proxy to bypass that screen (only. Disabling it is very important when you pay). Then you pay like you usually do. Has worked perfect 9 out of 10 times. I always bought paradox games there, but I think they implemented some kind of regional steam key to their products, and won't unlock in Steam any more (unless you use VPN perhaps). However, nonsteam and nonparadox games have worked great.
Now that I can't use the gamazavr way for Paradox titles I have stopped buying them altogether. EU price is not worth it.
