It seems like the borders are gone, you just have to walk across and move freely thereafter. People from some countries are guaranteed asylum, no matter the circumstances there, and it's possible people throw away their documentation to claim they are from there. People are supposed to get a shelter from war and famine, yet they seem to be cherry picking countries. Hungary, Denmark and so on are not "good enough". A lot of opportunists use the situation to get to a country where they earn more by doing nothing (and getting shelter/better conditions than lots of EU citizens) instead of staying behind to build (or fight for) their own countries. The people who stay, who can't afford going away for that matter either, die and struggle while their deserting countrymen wait for them to do all the hard work for them. Syria and so on needs its educated citizens, and all the people who can hold a gun, to win the war against ISIS and all the other terrorist groups.
Germany wants to take millions of refugees (and so on) over the next few years. It's a kind of belief that charity will solve problems, while causing and maintaining the conditions that make people flee in the first place. I think it has little to do with humanitarianism, other than in rethorical terms. The real cause is likely to make more people compete for the same jobs, and to make German industry more profitable compared to cheap labour in China, India and so on.
