you cannot,
You can Use DLL's but cannot open them, change them.

DLL files are like Flash files, there is the master copy you work on and Change,
And then to view it you export it to swf file.

Hope this answers your question

Yes you can.
It's done all the time.

There is NO file type that can not be opened...therefor their is no file type that can not be changed.

There are several programs who let you take a peek into DLL files. One of them is DLL Export Viewer v1.10
Here's the link to the official homepage of the programdeveloper: http://www.nirsoft.net/utils/dll_export_viewer.html (http://www.nirsoft.net/utils/dll_export_viewer.html)

Or u can use IDA Pro ... but IDA Pro isn't really simple for Dll-modder beginners
Here is a Gr8 editor http://www.chmaas.handshake.de/delphi/freeware/xvi32/xvi32.htm
Might u need to learn a bit of x86 assembly first- however.

Or Watch this on site 3 TaxMan has a really nice Tutorial there with pictures...
